Who Psychic Light is, and why people call from abroad
Psychic Light is a UK phone-reading service: you pick a reader from the profiles on its site and speak to them by telephone. On the pay-by-phone option the reading is billed to your phone bill through a 0906 number, at £1.50 a minute plus your phone company's access charge. British expats and travellers who used the service at home look for the same line from abroad, usually to reach a reader they already know, and find that their foreign SIM will not put the call through.
Why a 0906 line does not work from outside the UK
A 0906 number is a UK premium-rate service. The organisation sets a service charge per number, which the caller's UK phone company collects on top of its own access charge. That billing model only exists inside the UK network. A foreign carrier has no way to charge the service fee, so most simply refuse the +44 906 format, and the few that connect bill the call at their full international rate without the reading being paid for. It is not a fault with your phone; it is how premium-rate numbers are built.
Where Losali stands on this range

Tips if you plan to call a UK reading line from abroad
Check the price per minute and the access charge before dialling, as UK law requires them to be shown wherever the number is advertised. Call within the service's UK opening hours, allowing for the time difference. Use a quiet spot and a stable connection, and note the start time of the call so that the minutes billed can be checked against the minutes spoken.
